Easy answer elusive on scenic roads

Damned if you do, damned if you don't - that's the challenge facing Stowe because of several designated "scenic" roads.

Stowe is one of only a handful of towns in Vermont with special roads designated "scenic" under an obscure state program created in the 1970s.

The program was designed to preserve aesthetic features on back roads, like historic stone walls and tree overhangs.
