Is Peter Shumlin leading Vermont in the right direction? Five governors, including Barack Obama's friend Gov. Neil Abercrombie of Hawaii, have been given a failing grade in a Cato Institute Fiscal Policy Report Card on America's Governors for 2012.
Vermont's Peter Shumlin, who received the lowest 'D', was almost sixth.
"...some governors are pursuing broad-based tax reforms, such as cutting income tax rates and reducing property taxes on business. The bad news is that many governors are expanding narrow 'tax incentives,' which clutter the tax code in an attempt to micromanage the economy." Peter Shumlin is one of these governors.
"With the struggling economy of recent years, a growing number of governors are trying to make their states more attractive for business investment." According to this report, Peter Shumlin isn't one of them.
Keeping Shumlin company in the "D" range were: Jerry Brown of California, Jack Markell of Delaware, Jan Brewer of Arizona, Steven Beshear of Kentucky, Gary Herbert of Utah, John Kitzhaber of Oregon, Andrew Cuomo of New York, Bill Haslam of Tennessee, Martin O'Malley of Maryland, and Lincoln Chafee of Rhode Island.

"Governor Shumlin has taken a generally expansionist approach to fiscal policy. In 2011 he signed a 38 cent per pack tax increase on cigarette consumers after initially opposing it. He also approved a tax increase on health care providers. In 2012 he approved increases in automobile license and registration fees. His spending increases have been quite large. The general fund budget is expected to increase 12 percent between fiscal 2011 and fiscal 2013."
