Compost Complaint Resurfaces in Montpelier

The Montpelier City Council on Wednesday convened as the Montpelier Board of Health for the first time in at least 15 years to wade through unfamiliar quasi-judicial territory.

The matter at hand, the city councilors and their attorney worked hard to make clear, was whether there is currently a health risk posed by wild birds picking up food scraps from the Vermont Compost Company on Main Street and dropping it onto the property of Steven and Barbara LaRosa, who are adjacent landowners.
That means the hearing did not address whether or not food waste dropped in the LaRosa's yard has been a health risk in the past, or whether food waste dropped in the yard could potentially create a health risk.
