In the evening hours of Friday, 09/14/07, Vermont State Police in Bradford were made aware of a potential sexual assault of a minor by Detectives of the Coral Springs Police Department in Florida.
The Coral Springs PD Detectives had been made aware that day of an allegation from a juvenile subject who previously lived in Orange County, VT.
The juvenile subject had disclosed multiple incidents of sexual contact on him/her by Richard Foster, a 6th grade teacher at Bradford Elementary School in Bradford, VT.
The investigation continued Friday night into Saturday morning when State Police Detectives were granted search warrants for the home of Foster and the Bradford Elementary School. A search team comprised of State Police uniform Troopers and BCI Detectives executed the search warrants on Saturday morning.
At the time of the warrants, Foster was taken into custody without incident at his residence in Bradford. Foster was lodged at the St Johnsbury Correctional Facility on $30,000 bail.
Evidence was seized pursuant to the warrants. Foster is being charged with the following offenses:
- Multiple counts of Aggravated Sexual Assault on a Minor (Felony)
- Lewd and Lascivious Conduct with a Minor (Felony)
- Possession of Child Pornography (Felony)
- Use of a Child in a Sexual Performance (Felony)
- Luring a Child for Sexual Exploitation (Felony)
On 09/16/07, State Police in Bradford received a 911 call from the Foster residence where the male caller advised to send the police and hung up. Troopers Schultz, Dion and Detective Lt Sinclair responded and made tactical entry to the home after establishing verbal contact with Foster who had made bail the previous evening. Upon entering the residence, State Police found Foster injured from a suicide attempt. Troopers gave emergency triage to Foster who was subsequently taken to DHMC in stable condition.
The investigation is continuing, State Police urge anyone with information regarding this case to contact Detective Sgt Tim Page at the Bradford barracks at 222-4680.
Bradford School Officials are aware of the situation and are actively putting services into place for students and parents at the school. They are holding an informational meeting at Oxbow Union High School on Tuesday evening at 7:00pm to answer public questions/concerns. School Officials ask that media coverage attend the meeting so as to not interfere or cause undue hardship on the children and staff of the Bradford Elementary School as they work through this situation.
