Wayne A. Tobin - Possession of Marijuana/Negligent Operation, Possession of Marijuana, Drug Paraphernalia, and Negligent Operation

Vt. State Police - 10:10 pm Sat Nov 4th, 2006

On November 4, 2006, Trooper Plaster was positioned near the intersection of RT 109 and Hogback Rd, Waterville, monitoring the traffic.

A Jeep Cherokee, operated by Wayne Tobin, was traveling on Hogback Rd toward its intersection with RT 109. As Tobin approached the intersection, he failed to stop for the posted stop sign. Tobin was subsequently stopped for the moving violation.
Upon interviewing Tobin, Trooper Plaster immediately smelled the odor of marijuana coming from inside of Tobin's vehicle. Tobin admitted to smoking marijuana prior to driving. Tobin also had a quantity of marijuana and a marijuana pipe in his possession. Tobin was placed under custodial arrest and transported to the Morristown PD for processing. He was charged with possession of marijuana, marijuana paraphernalia, and negligent operation for operating under the influence of marijuana. Tobin was processed, issued a
citation, and released.
