Vermont has higher percentage of children in outside care

A new report says the percentage of Vermont children of foster care who are not being cared for by relatives is higher than the national average.

The latest Kids Count policy report from the Annie E. Casey Foundation released Tuesday found that 20 percent of Vermont children in family care were placed in non-family settings in 2013.
