Military surplus gear flowing into area police departments - WPTZ

An unprecedented flow of U.S. Defense Department hardware into local and state law enforcement agencies is providing many small towns across the nation with capabilities they could never otherwise afford, but in some quarters has also raised concern.

In Swanton -- a community of 6,000 near the Canadian border -- Police Chief Leonard Stell has managed to acquire a boatload of surplus military gear.

Stell points to a cache of shotguns, first-aid kits, new computer equipment and a $15,000 portable HVAC generator he says is capable of powering an emergency shelter during a natural disaster.
